Expression of Interest - Community Member City of Darwin's Risk Management and Audit Committee

Background

City of Darwin governs essential community services such as waste management, domestic animal management, playgrounds and recreational facilities, libraries and town planning, and we are committed to investing in community infrastructure, smart technology and environmental initiatives to create a city that is vibrant, creative, innovated, connected and environmentally responsible.

Risk Management and Audit Committee (RMAC)

City of Darwin Risk Management and Audit Committee (RMAC) is established in accordance with section 86 of the Local Government Act NT (2019). The purpose of RMAC is to provide independent assurance and assistance to the Council and the Chief Executive Officer in matters relating to the monitoring of the risk management framework, financial reporting processes, compliance, performance of auditors and the audit program.

Membership of the Committee consists of four community members (including Chair of the Committee) and three Elected Members.

Of the four community members:

  • At least one should be either a Certified Practising Accountant or a Chartered Accountant; and
  • At least one be qualified or have significant experience in the field of risk management.

Expression of Interest

City of Darwin invites suitably qualified individuals to provide an Expression of Interest for community member positions by submitting an online application by Monday 25 August 2025. Your application must include:

  • Cover Letter (please indicate if preference is to undertake Chair position)
  • Resume/CV
  • Response to application question (Outline your understanding of contemporary governance, and compliance challenges facing Local Government in the Northern Territory)

The Committee meets four times a year and plays a pivotal role in the governance framework to provide Council with independent oversight and monitoring of the Council's audit processes and risk management practices. The first RMAC meeting is expected to be on Friday 17 October 2025.

All Committee members are expected to acknowledge, and comply with, Council's Code of Conduct.

This is a competitive process and key characteristics of committee members include:

  • A thorough understanding of the committee's position in the legal and governance framework
  • Relevant personal qualities, skills and experience within the risk and audit sector
  • Experience in asset management and change management
  • The ability to maintain effective relationships with key stakeholders
  • A robust and considered process of continuous improvement
